“Harbour is committed to delivering person-centred care in a homely and respectful environment, supporting residents to live with dignity, safety, and choice. While the service is currently on a journey of improvement following a recent CQC rating of Inadequate, there is a clear drive from leadership to address shortfalls. With consistent implementation of systems, investment in staff training, and strengthened clinical governance, Harbour is taking meaningful steps to improve care quality, restore trust, and provide a safer, more effective service for the people it supports.”

What we offer
A safe and supportive place
Harbour is a spacious Victorian house on the outskirts of Torquay, close to the town’s main attractions. It features six rooms: two studio rooms with private bathrooms and kitchen areas, three en suite rooms, and one room with exclusive bathroom access. Each room can be personalised to meet people supporteds tastes, choices, and sensory needs.
Communal areas include a large kitchen, dining room, and living room. A standout feature is the expansive two-story garden, which offers recreational and gardening opportunities, including a trampoline. The property is well-connected, with a 5-minute walk to local train and bus stations.
Harbour also boasts paved and grassy outdoor spaces, a large flower bed for people supported to tend to, and is within walking distance of Torquay’s town center, shopping, dining, and seafront. Transport links to Exeter and Plymouth are easily accessible for exploring museums, aquariums, and more shopping options.
We’re not just participants. We’re planners, presenters, and leaders.

Lifestyle
At Harbour, people supported are encouraged to engage in various leisure and skill-building activities to boost their independence and confidence. Located near Torquay’s attractions, regular outings to the seaside, zoo, and cinema are a staple. Additionally, the team has facilitated first-time holidays for residents, such as a memorable trip to Pontins in Weston-Super-Mare, where one person supported enjoyed entertainment, discos, and the seafront pier.
The home also hosts events like a charity picnic for YoungMinds, featuring a hog roast, barbecue, and a cake sale.
Harbour prioritises the development of independent living skills, with a focus on enhancing people supported’s self-sufficiency. Inside the Grade 2 listed building, people supported partake in activities such as baking, board games, and movie nights. Larger group activities include theatre trips and local discos. Harbour supports residents in finding both paid and voluntary employment, and regularly visits to the local day center, cinema, or for lunch. The area’s scenic coast paths are also utilized for enjoyable walks, with team members ensuring people supported have what they need for these outings.
